Why Russia/Georgia now?
The first catalyst was recognition of Kosovo's February declaration of independence by the United States and European powers, an angered Putin is moving to recognize South Ossetia's independence.
A second international catalyst for Russia's offensive in Georgia was a decision at NATO's Bucharest summit in April. The alliance bowed to Russia and didn't consider Georgia or Ukraine yet, but will consider the possibility in December. This angered Russia greatly. (link)

teleporting/instantiation (creation from nowhere) of anything valued more than $0.50 or more than 2 lbs over the course of an hour (you could instantiate a half dollar every hour if you want, or you could instantiate a generic 2 lb rock every hour)
